Hamas to implement a draft?

Hamas is thinking of instituting a military draft.
Hamas's top security official in Gaza said Tuesday that he is considering setting up a bigger military force, first of volunteers and eventually of conscripts.

Such a step would further tighten Hamas's control of Gaza and deepen the rift between the Islamist group and the Palestinian Authority in the West Bank.

Interior Minister Fathi Hamad raised the idea Tuesday at the inauguration of a new police building. He said his ministry is "open to the idea of voluntary recruitment and then going to conscription."

He gave no further details.
So does this mean that they would get uniforms so that you could tell the army from the civilians? Would they still have a terrorists unit, a suicide bombers unit and others who would hide among the civilians?

Here's betting that regardless of whether there's a draft, Hamas won't change its tactics.

By the way, anyone want to bet on how many volunteers they get? I'd bet very few. Those who want to volunteer already do so for other tasks.
